What you get

What a DED license application actually involves

A mainland license on its own does not let you operate. You need the right activity registered against it, the approvals that activity calls for, premises that meet the authority’s requirements, a labour file, an immigration file and someone keeping it all compliant afterwards.

  • Your activity decides everything else On mainland, the activity you register against sets which external approvals you need, what your premises must satisfy and what the license costs. We map it against the DED activity list before quoting, because a license issued against the wrong activity is slow and expensive to amend.
  • No surprises after the license is issued Ejari, external approvals, the labour file and the immigration file are all part of getting a mainland company actually operating. We tell you which of them apply to you on the first call, not after you have paid for the license.
  • One account manager, start to finish License, approvals, visas, banking introductions, corporate tax and VAT sit with the same group under one named contact. Going direct to the authority gets you a license; it does not get you someone who answers the phone in month three.

The authorities a Dubai mainland license typically goes through

  • DED / DET Trade license
  • Dubai Municipality Premises & signage
  • MOHRE Labour file & permits
  • GDRFA Immigration & visas
  • Ejari Tenancy registration
  • Civil Defence Fit-out approvals
  • Dubai Police Activity approvals
  • FTA Corporate tax & VAT

And others, depending on activity

Indicative only. The requirements, stages and timelines described on this page reflect a typical setup and are general information, not advice on your own circumstances. Which authorities apply to your company depends on your activity, premises and structure, and not every business deals with all of them. Requirements, fees, rules and processing times are set by the relevant government authority and can change at any time. Creative Zone prepares and submits applications and supports you through the process; all approval decisions rest with the authority concerned.

Mainland company formation

Which structure your DED license is issued against

The structure sets your liability, your approvals and in some cases whether a service agent is required. We will tell you which fits even when it is the cheaper one.

  • Most mainland businesses

    Limited Liability Company (LLC)

    The default mainland structure

    • A commercial license covering trading, retail and most service activities
    • Trade directly with customers anywhere in the UAE
    • 100% foreign ownership on most commercial activities
    • No cap on visa numbers — premises size decides it
    • Eligible to bid for government and semi-government contracts
    • Physical premises and a registered Ejari tenancy required

  • Broad trading scope

    General trading LLC

    For multi-category trading

    • Trade across many unrelated product categories under one license
    • Useful if your product range will widen over time
    • Higher license and approval costs than a single-activity LLC
    • Same premises and Ejari requirements as a standard LLC
    • We will tell you if a standard LLC covers you for less

  • Already trading elsewhere

    Branch of an existing company

    Foreign or UAE parent

    • Extends an existing company rather than incorporating a new one
    • Keeps the parent’s legal identity and trading history
    • No separate share capital — the parent carries the liability
    • Activities must sit within the parent’s own scope
    • A UAE National Service Agent is required for some branch types

Mainland or free zone

The difference between a mainland and a free zone company

This is the decision that matters most, and it comes down to who you are allowed to sell to. Here is the honest comparison — including where free zone is the better answer.

Dubai mainland Free zone
Where you can sell Directly to customers anywhere in the UAE, plus export. Inside the zone and internationally. Selling into the UAE market needs a local distributor or a mainland branch.
Ownership 100% foreign ownership on most commercial and industrial activities. A small number of strategic activities still require an Emirati partner. 100% foreign ownership across the board.
Premises Physical premises with a registered Ejari tenancy are mandatory. A flexi-desk is usually sufficient.
Visa allocation No fixed cap — how many you can hold is driven by the size of your premises. Capped by your package, with more available at extra cost.
Government contracts Eligible to bid for government and semi-government tenders. Generally not eligible to bid directly.
External approvals Common, depending on activity — Municipality, Civil Defence, Police and others. Handled inside the zone for most activities.

If your customers are outside the UAE, you may not need mainland at all. Free zone licenses start from AED 12,500 in Dubai and AED 9,999 in the other emirates, and set up faster with no premises requirement. We will say so on the call if that is your situation, rather than selling you the larger package.

What we handle

From activity mapping to your first renewal

6 things have to happen for a mainland company to actually trade. Each one sits with a different authority, which is why people hand the lot to one firm rather than managing six relationships.

  • Activity and jurisdiction mapping

We match what you actually intend to do against the DED activity list, and tell you which approvals that triggers — including when a free zone would serve you better.

  • Trade license and external approvals

Name reservation, initial approval and MoA prepared and submitted, and support through any Municipality, Civil Defence or Police approvals your activity calls for.

  • Premises and Ejari

Guidance on the premises your activity and visa count actually need, and registration of the tenancy contract through Ejari.

  • Labour file and residence visas

Establishment card, MOHRE labour file, immigration file, investor and employee visas, medical and Emirates ID — processed in-house.

  • Banking preparation

Your application prepared to the standard UAE banks expect, and introductions to banks that accept your activity. The decision remains the bank’s.

  • Corporate tax, VAT and compliance

Corporate tax and VAT registration, accounting and annual renewals through CZTA inside the same group.

What it costs

What a DED trade license costs, and what drives it

We do not publish a mainland figure, and you should be wary of anyone who does. 4 things decide your number, and until they are known any published price is an assumption.

  • 01

    Activity & external approvals

Which DET activities you register, and whether they trigger Municipality, Civil Defence, Police or other sign-offs. This is the single biggest swing factor between two businesses of the same size. A DED cafe license or restaurant carries food safety and municipality requirements a consultancy does not; a DED e-commerce license sits differently again.

  • 02

    Premises & Ejari

Mainland requires physical premises with a registered tenancy. The rent, the location and the fit-out your activity demands sit outside the license fee and usually outweigh it.

  • 03

    Visa count

How many residence visas you need, which on mainland is tied to how much space you hold. Establishment card, labour file, medicals and Emirates ID all scale with it.

  • 04

    Structure & agents

Whether you are forming an LLC, a general trading LLC or a branch, and whether your structure requires a UAE National Service Agent. Each carries different fees.

What you get instead of a headline price: a written proposal with every line itemised — license, government fees, approvals, visas and what renews annually — so you can compare ours against anyone else’s without guessing what has been left out. Payment plans are available, so the cost can be spread rather than paid up front.

How it works

How we apply for your DED trade license, step by step

You keep the same advisor from the first call through to renewal.

  1. Step 1

Tell us what the business does

20 minutes on your activity, ownership, visa count and where you want to bank. An advisor calls you, not a call centre.

  2. Step 2

Get the structure and approvals mapped

We confirm the DED activity codes, which external approvals apply and what premises you will need, then send a written proposal with every line itemised.

  3. Step 3

    License and approvals submitted

Name reservation, initial approval, MoA and Ejari prepared and submitted, and your external approval applications supported through to a decision. We deal with the authorities so you are not chasing a portal.

  4. Step 4

    Visas, banking and tax

Establishment card and labour file opened, investor and employee visas processed, bank introduction made and tax registration completed.

Make the most of your first call

20 minutes goes a long way if you bring 3 things. Nothing needs to be final — rough answers are enough for us to point you at the right structure.

  • A short description of what you will sell and who your customers are
  • Whether you already have premises, or need help finding them
  • An estimate of how many people will need residence visas

You do not need every decision settled to start the conversation — that is what the call is for.

Questions

Your DED license questions, answered

1. Is a consultation useful if I haven’t settled on my activity yet?

That is the normal starting point, and it is the single thing worth getting right before anything is filed. The activity you register against decides which external approvals you need, what premises you must hold, how many visas you can sponsor and what the whole thing costs — two businesses of the same size can sit in completely different places on all 4. Bring a plain description of what you intend to sell and to whom, and we will map it to the DET activity list on the call. 30 minutes, free, no obligation — and if a free zone serves you better than mainland, you will hear that too.

2. Is Creative Zone part of DED or DET?

No. Creative Zone is a private business setup firm. The license itself is issued by Dubai Economy and Tourism, the government department most people still call DED. We prepare and submit your application to them, carry the external approvals your activity triggers and deal with the follow-ups, but the decision to issue always rests with the authority. Anyone who tells you they can guarantee an approval is telling you something they cannot deliver.

3. Can you apply for my DED license, or do I have to do it on the portal myself?

We do it. You do not need a portal login, a visit to a service centre or a tracking number to watch. We map your activity, reserve the trade name, prepare the memorandum and shareholder documents, submit the application and handle the back-and-forth if the authority asks for more. You are told what is happening at each stage rather than having to go and look. Where something genuinely needs you in person — biometrics and the medical for your residence visa — we tell you upfront and book it around your dates.

4. What is the difference between DED and DET?

They are the same authority. The Department of Economic Development was renamed Dubai Economy and Tourism, and both names are still in everyday use — including on plenty of current paperwork. A DED trade license and a DET trade license are the same instrument. If you have been quoted for one and are comparing against the other, you are comparing the same thing.

5. Do you handle the DED eTrader license, or a DED freelance license?

No — neither is a service we offer, and it is better to say so now than after a call. The eTrader license and the freelance permit are specific low-cost permits with their own eligibility rules and their own limits on what they let you do. If what you actually need is a standard DED trade license that lets you invoice properly, hold premises and sponsor visas, that is the conversation we can have.

6. I already have a DED license — can you help with renewal or amendments?

Yes. Renewals, adding or changing activities, shareholder changes, visa amendments and the Ejari side of a renewal are all things we handle for existing companies, including ones we did not set up. If you only want to look up a license number or check a license status, that is a free lookup on the authority’s own portal and you do not need us for it.

7. Do I need a local sponsor for a Dubai mainland company?

For most activities, no. UAE law now permits 100% foreign ownership across the large majority of commercial and industrial activities on mainland, and the old requirement to give an Emirati partner 51% no longer applies to them. A small number of activities with strategic impact still require an Emirati partner, and some branch structures require a UAE National Service Agent, which is a different arrangement with no equity attached. We confirm which applies to your specific activity on the first call rather than leaving you to assume.

8. What is the difference between a mainland and a free zone company?

The short answer is who you are allowed to sell to. A mainland company registered with DED can trade directly with customers anywhere in the UAE and can bid for government contracts, but it requires physical premises with a registered Ejari tenancy. A free zone company is cheaper and faster to set up and usually needs only a flexi-desk, but selling into the UAE market means going through a distributor or opening a mainland branch. If your customers are UAE businesses and consumers, that points to mainland. If they are international, it usually does not.

9. What does a Dubai mainland license cost?

We do not publish a mainland figure, and you should be wary of anyone who does. Mainland cost is driven by things that are specific to you: the activity and which external approvals it triggers, the premises your activity and visa count require, the Ejari and rent behind that, how many residence visas you need, and whether your structure needs a service agent. A published number would have to assume all of those, and the assumption is where the gap between the quoted price and the real one appears. On the first call we map your actual requirements and put a fully itemised figure in writing. Payment plans are available, so the cost can be spread rather than paid up front.

10. How long does a Dubai mainland license take?

Typically 2–5 working days for the license itself once your documentation is complete and no external approval is outstanding. What extends it is everything around it: securing premises and registering Ejari, and any Municipality, Civil Defence or Police approvals your activity requires, where the regulator sets the timeline rather than DED. Residence visas add roughly 1–2 weeks after the license is issued. We tell you at the proposal stage which of those apply to you.

11. What is Ejari and why does it matter?

Ejari is Dubai’s official tenancy contract registration system, and for mainland it is rarely something you can skip. A trade license is generally issued against a registered address, so in most cases the tenancy contract is registered through Ejari before the DED license can be issued or renewed. This is the single most common reason a mainland setup stalls — the license application is ready and the premises are not. We plan the premises step alongside the license rather than after it.

12. How do I know which business activity to register?

Your activity has to match what you actually do, and on mainland it does more work than people expect: it determines which external approvals you need, what your premises must satisfy, and what a bank will accept when you open an account. The DED activity list runs to thousands of activities and several of them will look like a fit for your business. Choosing the wrong one is amendable but costs time and fees. Food and beverage is the clearest example: a cafe or restaurant license carries municipality and food safety requirements that a trading or consultancy license does not, and those requirements shape your premises as much as your budget. We map your activity with you on the first call and list the ones you may want to add later, since most licenses include several in the base fee.

13. How many visas can I get on a mainland license?

There is no fixed cap the way there is on most free zone packages. Your allocation is driven by the size of your premises — broadly, the more office space you hold, the more residence visas you can sponsor. That is one of the reasons the premises decision and the visa decision have to be made together rather than in sequence, and it is a genuine advantage of mainland if you intend to hire.

14. Will I be able to open a corporate bank account?

Bank onboarding is where most new companies stall, and it depends on your activity, your structure and how the file is presented. We prepare the application to the standard UAE banks expect and introduce you to banks that accept your profile. No consultant can guarantee a bank’s decision, and you should be wary of any who claims otherwise.

15. Do I have to register for corporate tax and VAT?

Corporate tax applies to UAE businesses on taxable profit above the relevant threshold, and VAT registration is currently required once your taxable supplies and imports exceed AED 375,000, or are expected to. Thresholds and rules are set by the FTA and can change, so we confirm your position rather than leaving you to assume it. Both sit with CZTA inside the same group, so registration and the accounting behind it are handled by the same people who set the company up rather than passed to a third party.

Take the first step. We’ll help with what follows.
